Al-Houthi Militias Have Relations with Al-Qaeda and Islamic State in Yemen: UN Report

[su_dropcap]A[/su_dropcap] recent report filed to UN Security Council by international experts indicated that Al-Houthi militias coordinate with Al-Qaeda and Islamic State in Yemen in pursuit of tactical harmony in some territories of joint interest.
The report referred to weapon smuggling networks via Red Sea that support Al-Qaeda and facilitating money transfer to Islamic State in Yemen through Al-Hodeida and other costal territories under control of Al-Houthis.
The 23rd report filed to UN Security Council by the International Logistic Analysis Team about Islamic State and Al-Qaeda and their related entities and individuals, indicated that Al-Qaeda is under severe military pressure due to military operations against its leaders and its forceful withdrawal from some of its enclaves in the south that were under Al-Qaeda control for a long time.
Although the report indicated severe setbacks for Al-Qaeda in Yemen, it also indicates that Al-Qaeda is trying to recover loses and reorganize its bases. The report said: “Al-Qaeda found shelter for its members among local communities to continue gorilla war, explosions and assassinations, especially against officials, through strategic withdrawal. In addition, Al-Qaeda is trying to expand the range of its terrorist acts to other countries but its ambitions hit the rock of local situation in Yemen in addition to the lack of financial resources that weakened its capabilities. This forces the organization to limit its activities to indirect engagements with the Arab Coalition, especially in southern governorates”.
According to the report, Al-Qaeda in the Arab Peninsula prioritizes restructuring its lines and establishing an intelligence system that is formed by new and old recruiters in addition to committing its members with new security measures.
The report asserted that confirmed information is available about joint coordination among Al-Qaeda, Islamic State and Al-Houthis in Yemen in pursuit of tactical harmony in some territories of joint interest. The report indicated that smuggling cells across the Red Sea are connected to weapons trade in Yemen and Somalia as these cells secure cooperation between Al-Qaeda and Al-Shabab and provide them with weapons and equipment.
Concerning Islamic State in Yemen, the report indicated that it has only a few mobile training camps and suffers from lack of recruiters. Its existence is concentrated in Al-Zahra – Al-Jouf, under commandership of Abu Shaker Al-Muhajer who succeeded Mohamed Kanan Al-Saiari, presumed killed in actions. The organization is struggling to survive in Kaifa – Al-Baida but its activities there are limited to protecting its leaders and their families.
Islamic State in Yemen receives external support to finance its operations in Yemen. According to the report, cash money is smuggled through Sanad Al-Gazarawi, the financial officer of the organization, who travel to Al-Ghaida – Al-Mehra to collect payments while these payments are sent to recruiters via Al-Hodeida and the costal strip under control of Al-Houthis.
