Third article identified the stage of operations as including directorates of Bihan, Osilan, Ain, Huraib and Al-Jawia, while the fourth article indicated that the decree is valid since being issued and published in the official journal and military bulletins. Hady also issued presidential decree no. 37/2018 indicating in its first article that brigadier general Mufreh Mohamed Ali Begbih is to be appointed as a commander of brigade 26 mechanics. Article two promoted colonel Mohamed Abd Al-Kader Abdullah Al-Museby to the rank of brigadier and appointed him as chief of staff of Bihan axis. Third article appointed colonel Ahmed Mubarak Al-Alam as a head of operations of Bihan axis while the fourth article indicated that the decree is valid since being issued and published in the official journal and military bulletins. These decrees released a wave of anger in the southern street as the decrees appointed persons who are against the southern trends, especially as some military commanders of the third military zone expressed their clear intent in controlling Bihan and its neighboring areas to serve their suspicious interests in the south.
