The Supreme Legal Committee of the Southern Transitional Council (STC) issued an important statement regarding the legality and lawfulness of the second popular uprising of the people of Hadhramout governorate, hereunder it is:
Important Statement
The Supreme Committee for Legal Affairs of the Southern Transitional Council praises the second Hadrami uprising, which is a legal and legitimate right based on the rules of international humanitarian law, according to which the popular uprising is a legitimate means to protect the vital interests of the population in case that it is attacked, violated, or diminished.
Under international law, civilian population has the right to rise with a popular uprising without prior warning to defend their lives and protect the necessary means that sustain them to survive and live in human dignity.
The rules of international humanitarian law, when people resort to popular uprising to restore their rights or protect them, permit the exercise of means of coercion and compulsion to impose control over the necessary materials, including energy resources, oil derivatives, and foodstuffs necessary for the life of the population.
Also, according to the rules of international humanitarian law for the popular uprising, the civilian population has the right to organize themselves into groups to achieve the aforementioned purposes.
The popular uprising is considered of means of passive or positive civil resistance to wrest rights and wealth from the hands of abusers, corrupt people and invaders.
Based on that, the people of Hadhramout governorate have the right to practice the popular uprising to prevent their natural wealth from looting, and to preserve the minimum means for a decent life without interference from others.
The people of Hadhramout also have an inherent right to organize the popular uprising in accordance with the rules of international humanitarian law and international human rights law and their customs, and in case of an attack on their popular uprising and its activists, the perpetrator or perpetrators, whether by giving orders or implementing those orders, have committed crimes against humanity, and it is one of the severe crimes against human rights, especially the right to life and body integrity, and the right of development and survival, and the freedom to be free from exploitation, discrimination and slavery.
The Supreme Legal Committee for Legal Affairs of the Southern Transitional Council commends for the second Hadrami popular uprising, and supports it and provides it with all legal aid and assistance, including intervention with intergovernmental or regional organizations and bodies, to hold accountable the corrupt and looters of Hadhramout wealth.
The Supreme Legal Committee also warns that prejudice to the second Hadrami uprising and its participants in its activities or the use of violence against them, and that it will not hesitate in the legal and judicial prosecution of anyone who begs himself to prejudice the right of the people of Hadhramout in their second popular uprising to achieve their legitimate and declared demands, before the local and international courts alike In accordance with the internationally recognized legal rules stipulated in international conventions and treaties and international covenants concerned with human rights, international humanitarian law and international custom in this regard.
